The Origin of the Fight
Community Voices for 340B was founded in response to a growing, coordinated threat.
As a founding member of CV340B and a Principal at Powers Law, Peggy Tighe has been at the center of efforts to protect the 340B program from the very beginning. Early on, she and others recognized a well-resourced campaign by the pharmaceutical industry to reshape the narrative around 340B and, in the process, weaken it.

Over the past decade, these efforts have intensified, becoming more sophisticated, more aggressive, and more targeted.
Today, the messaging doesn’t just question the program. It often distorts it. Claims that 340B is “broken” are paired with rhetoric aimed at politically convenient targets, shifting attention away from the communities the program serves.
For Peggy, the challenge isn’t just the volume of the attacks. It’s their strategy.
The pharmaceutical industry has become increasingly effective at working through third-party organizations, including patient and provider groups, to spread misinformation. In many cases, those groups do not realize what is at stake.

A Disciplined Approach
That’s where CV340B has remained disciplined and distinct.
As the only national organization serving all covered entities in the 340B program, CV340B plays a unique role. It does not advocate for specific legislation. Instead, it focuses on education and helping people understand what 340B actually does and why it matters.
Rather than relying on broad messaging, CV340B prioritizes targeted communication. It develops messages tailored to specific states, communities, and decision-makers. The goal isn’t just to speak, but more importantly, it’s to resonate with the general public.
In a landscape shaped by political pressure and constant attacks, CV340B has focused on staying on message, grounded in facts and aware of the broader environment—without being pulled off course by distractions or headlines.
A Moment That Landed
That discipline has led to meaningful impact.
After one of CV340B’s marches on Capitol Hill, Peggy and her colleagues stopped by the office of a Senate champion. Still in casual clothes from the march, they apologized for their appearance as they explained why they were there to advocate for the protection of 340B and the patients who depend on it.
The response was simple: “We heard you.”
For Peggy, that moment captured everything CV340B set out to do.
To break through the noise. To reach the people in positions of power. And to ensure that the voices of safety net providers and the communities they serve are not ignored.
Over the past decade, she has seen that work translate into momentum, from growing public awareness to more state leaders willing to stand up to industry pressure and defend the program’s value.
Looking Ahead
As CV340B enters its second decade, that mission remains unchanged.
The path forward, Peggy believes, is rooted in both consistency and growth.
The organization must remain grounded in its principles while expanding its reach. That includes educating not only the covered entity community, but the broader public. It also means continuing to innovate in messaging and digital engagement so the story remains clear, credible, and widely understood.
Community Voices for 340B was never meant to sit on the sidelines. It exists to ensure that the people and providers who rely on the program are heard in the spaces where decisions are made.
